Reflexology Regulations by State — U.S. Guide

Every state in the US has different laws about foot and hand reflexology. Many states have no regulation and/or exempt it from massage regulations with various caveats while others require 200 or 500 hours of training at a state regulated school to practice reflexology.

This webpage deals specifically with Raynor reflexology, which is a system of foot and hand reflexology developed by Australian/Canadian Naturopath Brandon Raynor, who is now living in the USA and teaching his methods here.

Students that take our reflexology course can practice in most states but its important to make sure you understand your state regulations.

Overview by Category

1. Licensed Reflexology (Own Board or Under Massage Board)

These states require certification/licensure specific to reflexology, typically with 200‑hour training and exam:

  • Washington – Certification via WA Dept. of Health; 200 hrs, jurisprudence exam, CE & renewal
  • North Dakota – Licensed reflexologists; board-regulated
  • Tennessee – “Registered Certified Reflexologists”; 200 hrs training, no disease claims
  • New Hampshire – Licensed; 200 hrs + national exam

2. Reflexology Exempt from Massage Licensing

Reflexology is not regulated separately and doesn’t require massage licensure in these states: 

Alabama, Arizona, California, Colorado, Connecticut, Florida, Georgia, Hawaii, Idaho, Illinois, Iowa, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Mississippi, Missouri, Montana, Nevada, New Jersey, New Mexico, North Carolina, Oklahoma, Oregon, Pennsylvania, South Dakota, Texas, Utah, Virginia, and Wisconsin 

3. No Massage or Reflexology Licensing Laws

These states have no applicable regulation for reflexology:

Kansas, Minnesota,  Vermont and Wyoming
