✅ Is Reflexology Legal in Indiana?

Yes—reflexology is legal in Indiana and is not regulated under state massage licensure. Under Indiana Code § 25‑21.8‑4‑5(5), reflexology is explicitly listed among forms of bodywork involving intentional soft tissue manipulation that are exempt, provided practitioners meet certain training, competency, and ethical standards.


⚠️ What the Exemption Requires

To legally offer reflexology without massage licensure, you must:

  1. Limit your work to hands, feet, or ears only.

  2. Be approved by a governing body—meaning you complete a recognized reflexology training that demonstrates competency and ethical practices

  3. Not use titles or advertising that imply massage or massage therapy


What Massage Licensure Requires

If you offer services outside hands, feet, or ears—or market using massage terminology—you must:

  • Complete at least 500 hours (625 hours for new licensees post-2022) in a Board-approved massage program

  • Pass the MBLEx

  • Obtain Indiana massage licensure and maintain professional liability insurance

  • Fulfill 24 CE hours every 4 years with ethics training

  • For existing practitioners, Indiana gave a grace period up to January 11, 2023; now all massage therapists must be fully licensed.


Business & Local Regulations

  • Reflexologists practicing within the exemption don’t need state massage licensure.

  • However, if you open a wellness business—like a spa—local city or county business licenses or permits may still apply.

  • Licensed massage therapists offering services beyond the exemption must comply with all state licensing and local codes.
