Reflexology and Foot Massage Regulations and Laws in Colorado
At Raynor Massage, we celebrate holistic healing and empower practitioners with clarity on legal guidelines. In Colorado, reflexology is exempt from massage licensure—but there are still important requirements to follow.
Is Reflexology Legal in Colorado?
Yes. Under Colorado Revised Statutes § 12‑235‑110(1)(e), reflexology is explicitly excluded from the state’s definition of “massage therapy,” provided it is offered without claiming to be massage therapy library.municode.com+9law.justia.com+9lauranorman.com+9mindbodyandsoleonline.com+2platteinstitute.org+2platteinstitute.org+2.
That means you can legally offer reflexology or foot massage without holding a state massage license—as long as you do not advertise or perform it as massage therapy.
What’s Covered by the Exemption?
The statute specifically excludes:
-
Reflexology (hands, feet, ears)
-
Auricular (ear) therapies
-
Meridian and energy-based therapies (Reiki, shiatsu, meridians)

State Massage Licensing in Colorado
If you wish to practice massage therapy, which involves structured touch of soft tissue like kneading, effleurage, or percussion, you must:
-
Earn 500 hours from an approved massage school
-
Pass the MBLEx or NCBTMB exam
-
Apply for a state license, complete a background check, and renew biennially
Note that state registration preempts local massage regulation — once registered, you’re legally recognized statewide
Local Rules: Massage vs. Reflexology
Although reflexology is exempt from state-level massage licensure, cities like Denver treat it differently under local law:
Denver (City & County)
-
A Massage Business License is required for any business offering massage therapy or related services.
-
Reflexology, auricular, meridian therapies are considered “alternative methods that employ contact”, and are exempt, as long as the provider is not advertising massage therapy
-
A licensed massage therapist practicing solo is also exempt.
