Natural Health Practitioner Alleges Corruption and Misconduct by Queensland Health Regulator

Brisbane, QLD – July 6th, 2025 — Veteran natural therapist and internationally respected massage educator Brandon Raynor is calling for a formal investigation into the Office of the Health Ombudsman (OHO), alleging a campaign of legal manipulation, financial conflict of interest, and regulatory overreach designed to silence unregistered health professionals in Queensland.

Raynor, who has practiced for over 35 years with a global client base and no history of client harm, claims that the OHO pursued him despite sworn testimony from their own paid expert witness admitting Raynor did not perform any banned technique.

“The case should have ended then and there,” said Raynor. “Instead, the OHO and the tribunal colluded to change the legal interpretation of the law retroactively, criminalizing my actions after the fact. That’s not justice—that’s dictatorship by regulation.”

Raynor has submitted formal documents alleging violations of the Queensland Public Service Act 2008, including:

 

  • Failure to disclose financial conflicts of interest: The OHO never admitted during the trial that it receives millions of dollars in funding by fees paid by registered health professionals, the very industry seeking to eliminate Raynor’s competition.
  • Potential breaches of Section 92A of the Queensland Criminal Code, relating to misconduct in public office and abuse of authority.
  • Systematic suppression of evidence, intimidation through cost threats, and attempts to bankrupt Raynor through legal expenses.

 

“This is not about public safety,” Raynor said. “If I became a doctor tomorrow, I could legally perform the same techniques without any additional training in the actual techniques of cervical manipulation—because doctors are exempt. This is about money, monopoly, and maintaining control, not health.”

Raynor has filed a Public Interest Disclosure under the PID Act 2010 and is supported by an e-petition backed by a sitting MP to initiate a parliamentary investigation into corruption inside the OHO.

He is calling for:

  • An independent review of the OHO’s conduct and finances
  • Full disclosure of regulatory conflicts of interest
  • Legal reforms to protect unregistered health professionals from retrospective rule changes
  • Equal treatment for practitioners regardless of cultural or professional background
